Gonzalez said the pitchers need to be starting somewhere, whether it was on the big league club or in the minors.
"They need the innings," Gonzalez said. "We'll do what is best for their development."
Teheran and Delgado will compete with Mike Minor for the fifth spot in the starting rotation, though two of the three pitchers will be in the rotation on Opening Day with Tim Hudson out until at least May.
"You hate to send one of those kids to the bullpen as a long guy,” Gonzalez said, “when we could have them in Double-A or Triple-A – I assume both will pitch Triple-A, or Minor would pitch Triple-A – where at least you could let them pitch every fifth day.”
